The closure of the 42nd street improved the flow of traffic because, during Earth Day there was no history of traffic. The reason as to why the traffic flow was slow on the street was because the street was always crowded and drivers would pile on the streets. Removing the major thoroughfare eased the congestion on the street. Cohen states that adding a new street does not make things better but only makes things worse. The commissioner used various analyses to solve the issue of congestion in the 42nd street. It is believed that if a network is not congested, adding a new street will make some improvements. But in case it has congested networks just like the 42nd street, adding a new street would only make things worse. Additionally adding more delays along the same route would make a lot of people to use the street. Further, if another street would be added the travel time of people would be increased. This is explained further in the theory of queuing. Drivers would be forced to go left or right. Others would block one lane and cars would squeeze into a single lane.
