Social Issue: Incarceration, Recidivism and Community Policing
Overview
In the United States alone, over 2 million individuals are incarcerated every year, and approximately 620, 000 inmates are set free yearly. However, more than one-third of the prisoners released will eventually end up in prison again. According to Mueller-Smith (2015), individuals with a history of imprisonment have a lower chance of getting jobs, and this, in turn, increases their chance of recidivism. This paper examines the factors that incarceration and recidivism are linked to employment.
Incarceration
A large number of OECD nations have experienced a rise in incarceration rates over the past few decades. The rate of incarceration in the U.S has risen to 698 per 100,000 citizens, with California topping the list of states with 581 per 100,000 individuals (Prison Policy Initiative, 2019). Such high increases raise concerns as to whether ex-convicts can reintegrate into society after serving their sentences. Prisons are considered effective in rehabilitating individuals and even providing additional training to inmates to help nurture their skills. However, an increase in imprisonment is likely to affect employment, by causing a depreciation in human capital due to the high number of inmates, or by affecting an individual’s ability to get a job due to employment discrimination. Former prisoners find it difficult to get employed after being released since the majority lose their work skills, develop health complications and other characteristics that limit their ability to work. Research conducted on 740 former prisoners discovered that although 79 per cent actively searched for jobs, 65 per cent managed to get employed (Visher, Debus, & Yahner, 2008). Furthermore, after eight months, less than half of the employed ex-convicts managed to maintain their jobs (Visher, Debus, & Yahner, 2008). This indicates that aside from difficulties in getting employed, ex-prisoners also find it difficult to maintain their jobs.
Recidivism
In the first year after their release, statistics indicate that a majority of former prisoners are returned to prison, with close to 44 per cent rearrested and 10 per cent return on a new prison sentence (Langan, & Levin, 2002). Such high rates of recidivism have been linked to employment. After being released, ex-convicts find it difficult to s...
