1 Project Overview
The plan defines the project goals and objectives. It acts as a contract between the project owner and other stakeholders, including project sponsors, team members, project managers, and other key personnel involved in the project. The project plan defines the project overview, mission statement, project scope, project schedule and control, management structure, financial budget, work breakdown structures, risk management process, project communication, and closure. The construction project will utilize a phased construction approach. Contractors will complete project components sequentially, where the preceding phase will follow the previously completed one. This project plan will inform all construction activities, including planning, construction, and closure.
2.0 Project Mission Statement and Scope Statement
The goals and objectives of this plan focus on the implementation of the proposed PTA building. The project's mission is to deliver a completed PTA building that meets PTA specifications cost-effectively and within the stipulated timelines. The goals and objectives are:
* Improves teacher and student accommodation
* Provides a venue for PTA meetings and acts as an auditorium for indoor sports
* Enhances the efficacy of teachers to teach extracurricular classes
* Facilitates interactive learning and socialization among students
* Provides a venue for student relaxation
* Provides a facility for hosting community events
* Encourages private learning and experimentation
* Provide a conducive environment for student inquiry
2.1 Project Scope
The project aims to deliver a completed auditorium and a state-of-the-art student center to facilitate curricular and co-curricular learning. Specifications and projected budget will limit the construction work. In terms of construction timeframe, the project will be limited to the proposed completion timelines as enshrined in under project scheduling. The project does not incorporate equipment and fittings and other amenities required to utilize the building, such as furniture and fittings, computers, and printers.
2.2 Project scope control
The scope of the project will be controlled and managed through a control scope process. The scope control process will entail activities such as monitoring and managing baseline changes by use of variance analysis. Besides, project monitoring will also encompass monitoring to detect signs of spillage and creep. The manager will monitor the project scope throughout the entire project life cycle. In addition to controlling the process, the evaluation will help maintain focus while ensuring that goals and objectives are satisfactorily met (Bokhary, 2010). Scope control is essential in ensuring that the project stays within budget and is completed within the scheduled timeframe.
1 Project Schedule and Control
The construction project plan encompasses the project schedule, resource allocations, and monitoring processes. Project scheduling and control are essential in managing and monitoring the progress and status of specific project tasks or activities and involves updating the project processes and managing schedule adjustments to achieve the project goals and objectives (Bokhary, 2010). The manager will use the control schedule process to monitor activity statuses to ascertain whether the project baseline specifications are met. Furthermore, it involves activities, resources, and personnel utilization to offer measurement standards to compute the project schedule variance (Bokhary, 2010). The project manager can exploit these tools to initiate project changes in order to restore schedule performance.

Schedule control will be used to evaluate the effectiveness of the scheduling process. Besides, it will be used to track schedule variance using proactive risk evaluation strategies. Monte Carlo simulation will determine unlikely events and how these events are likely to impact the project schedule (De Reyck, 2010). Prediction of unlikely events and drafting a mitigation plan is the sure-fire way of ensuring that project implementation remains on course and on schedule. The project plan uses the Earned Value Management (EVM) for schedule and cost control (Bokhary, 2010; Bokhary, 2010). The manager will also use the cost performance index (CPI) and schedule performance index for monitoring and control purposes. For instance, when the CPI is positive or greater than 1, the project is within the budgeted cost, and when the SPI is equal or greater than 1, then the project is right on schedule.

Besides Earned Value Management (EVM), the schedule variance and schedule performance index will be utilized in tracking changes to the project scope. Schedule control is essential for determining schedule variations that result from unplanned interruptions (De Reyck, 2010). The variance is then used to inform immediate corrective action. Thirdly, the critical chain scheduling technique will be used to manage delivery and hence schedule monitoring. Still, the plan will use schedule performance measurement to evaluate variation to the schedule baseline. The resulting variance is essential for measuring time performance to take corrective action where the project lags behind schedule. Once the cause and level of desired change are determined, the manager can take action to restore the baseline on schedule (Bokhary, 2010). Thus project evaluation and control processes will be used in monitoring, controlling, and measuring project schedule.
