An emergency is likely to occur in any area as a form of disaster resulting in disruption of day-to-day activities and people’s lives. Therefore, one of the aspects of emergencies is that they infrequently occur, creating the need for effective plans. An effective response to disasters is planning and preparing for an emergency or any other form of disaster, such as a tsunami, flooding, or earthquake. However, the community members are likely to encounter the far-reaching consequences of a disaster if the relevant officials cannot respond on time (Baylis & Boomhower, 2021). For that reason, healthcare professionals, public health officials, researchers, and collaborative stakeholders across the United States should collaborate in the preparation of possible pandemics. In addition, the government should provide enough resources to assist corporations, healthcare professionals, local governments, and community officials in developing emergency preparedness plans in responding to different scenarios.
* Introduction of the Plan
The County Board of Supervisors approved San Diego Emergency Operations Plan in September 2018. Currently, all key partner agencies utilize the county’s plan in responding to natural disasters and other forms of emergencies (Baou et al., 2018). Therefore, cities in the region should adopt Emergency Operations Plan with appropriate modifications. The Office of Emergency Services and Unified Disaster Council updated the plan in 2018 to incorporate all the disasters that might occur.

San Diego County is located in the Southwestern corner of the state of California, United States. The place has an estimated population of 3,379,160 people. The population growth rate in San Diego is 0.53%, thus making it the second-most populous county in California and the fifth-most populous in the United States.
