As a teacher of early childhood students, it is important to know and be able to explain the differences between and Individualized Family Service Plan (IFSP), Individualized Education Plan (IEP), and a 504 Plan. Knowledge of the laws governing these plans, particularly the Individuals with Disabilities Education Act (IDEA), ensures that teachers are serving students according to legal guidelines using the processes outlined in the legislation. Because differentiating between the plans can be confusing, particularly for families who are new to special education, teachers must be able to clearly articulate what the law says about each type of plan and when each type of plan is most appropriate for use.
Part 1: Visual Aid
Using the topic Resources and your own research, create a three-section Venn diagram that can be used to compare IFSPs, IEPs, and 504 Plans. You will utilize this visual aid in the video you create in Part 2 of the assignment. The visual aid should include the following:
Characteristics of each type of plan and when it is most appropriate for use
Specific laws that apply to each plan
Eligibility criteria for each plan
Who is responsible to create the plan, and who is responsible for implementing the plan
How each type of plan supports student needs
Part 2: Video
Create a 2-3 minute video explaining the Venn diagram. The video should be targeted toward families of early childhood students who may be learning about special education and the various service options for the first time.
The video should address the following:
Explanation of the characteristics of each type of plan and when it is most appropriate for use, including a specific example for each.
Description of what law applies to each plan, including the name of the legislation
Summary of who is eligible for each plan.
Explanation of who creates the plan and the individuals’ responsible for implementing the plan.
How each type of plan supports student needs.
Describe the overlaps that can occur in the application of IFSPs, IEPs, and 504 plans and provide an example to illustrate your ideas.
Remember that video and audio quality are important and should be taken into consideration. Ensure your video is filmed with sufficient lighting and that the volume is adequate for viewers to hear. Intonation, expression, proper speech, and professional attire are expected.
Refer to "Recording, Editing, and Uploading a Video or Podcast" and use an online video platform such as Zoom, Loom, YouTube, or Vimeo to upload your completed video. If you upload your video to YouTube, select the “unlisted” option.

IFSP has five most crucial characteristics. An IFSP is both a process and a document establishing early intervention support and services for children with developmental delays (Cioè-Peña, 2020). Moreover, IFSP assists toddlers and children in developing their maximal capabilities through established interventions. Lastly, an IFSP usually focuses on therapies and families' assistance to assist children with developmental delays before they join school.
The following characteristics are associated with an IEP. Notably, an IEP concerns the progress and the involvement of children with disability in the curriculum (Routledge. Rutland, 2022). In addition, this plan also allows a child to access all the services that they qualify for. For instance, a child with more than one disability can be eligible for multiple IEP services. Moreso, this plan measures annual objectives and goals for a child's curriculum. Besides, IEP targets improving a child's performance in school by providing necessary resources to assist them in performing normal school activities. Lastly, this plan offers suitable educational accommodation which a child requires to be successful in their education and activities.
A 504 plan gives students with disabilities equal educational opportunities and prevents discrimination. In addition, this plan establishes ways in which schools will eradicate learning barriers and support students (Yonkaitis et al., 2023). For instance, this plan provides a basis by which schools may assist children with disabilities by having a student's behavioral records, test scores, classroom observations, school records, sample school work, and medical records. In this case, this record assists teachers in providing the best services to each child with a disability. Besides, this plan is suitable for children with mental or physical disabilities that affect their everyday activities. Lastly, this plan requires parental consent before any evaluation, meeting, or changes.
