The META consent decree details the steps that the state of Florida would take to ensure evidence of access to free and adequate knowledge for English language learners. Section II of the decree permits students whose mother tongue is other than English to qualify for outstanding facilities. Upon enrollment into a school, their families are taken into a survey that identifies students with limited English proficiency. Several criteria were discussed by recognition and evaluation; the home language survey identified all student national origin data and the home language survey to be obtained and maintained in the school district.
