The United States government should implement measures to address the rising concerns about homegrown extremism and the heightened concern for the preservation of civil liberties within the country. Federal intelligence and law enforcement agencies should clearly define threat-related activity warranting enforcement measures and constitutionally protected civil liberties. This means that federal investigations should be conducted to promote national security or for purposes of collecting foreign intelligence, guided by a clearly delineated purpose. In addition, investigations should not focus on civil liberties that are primarily within the confines of First Amendment rights (DeVine et al., 2022).
