Introduction
Procurement is a common phenomenon among public companies, the government, as well as various institutions. These entities find and agree to the terms, acquire goods and services, or works from external sources through tendering or competitive bidding (European Commission, 2014).  It is essential for organizations to assess the relevance, effectiveness, efficiency, sustainability, and impact of goods and services to satisfy their customer needs and expectations. Although there are different evaluation criteria involved in procurement, each institution chooses the best suitable for various projects depending on the challenges encountered as well as the elimination of previous underutilized goods and services.
Evaluation of Bids
Many major cities around the world employ private businesses to provide services to its citizens, and most of them have registered success. Most cities have a major problem of waste disposal, substantial waste, and many private companies have won contracts of collecting dense waste. For example, in my city New York, solid waste management is a big challenge. To accomplish waste collection for the next five years, a competent private company should take over the contract. In the evaluation of bids, the economic and financial possibility is the best criteria to use (European Commission, 2014). Since New York is a very city, the contractor should have sufficient monetary and fiscal stability to collect the waste consistently. Many businesses, as well as homes, dispose of a lot of solid waste daily, which may cause pollution and destruction of the environment. The collection of this waste requires adequate human resources, machinery in terms of vehicles and disposal grounds, which undertake recycling processes that require sufficient and sufficient finances. Besides, the bidding company should have the capability and capacity to collect the waste as well as offer value for money. The size of the company, the number of employees, and the annual turnover is vital for the company to effectively and efficiently collect the waste in the whole city. Current commitments and availability of organizations are also crucial in service delivery. Above all, the company should be willing to cooperate with the buyer for the smooth running of the project (European Commission, 2014). Considering value for money is the most critical measure that ensures the selection of the best possible outcome, which is the collection of solid waste to prevent hazardous effects on people and the environment.
Evaluation Criteria
Since providing spare parts to governments is a big business and a profitable one, many suppliers inflate prices causing régimes to pay hundreds of dollars for simple small items. Although several committees and commissions have tried to tackle the problem, it keeps recurring time and again. I believe in using all the four criteria of technical, economic, political, and administrative for evaluation will manage and eventually reduce the challenge of price inflation of spare parts according to the (World Bank, 2016). Technical evaluation is necessary whereby the government, which is the buyer, investigates and determines the technical suitability of the spare parts that the bidder will supply. Sometimes suppliers give the government unnecessary items that they might never use or are irrelevant to the intended job. Through technical analysis, the government will identify the historical pricing and industry trading trends to determine the expected minimum and maximum prices of spare parts.
