Public Policy: Poverty
Exercise 1.1
A.
A societal problem is described using two ingredients: “(1) a clear statement of the undesirable societal condition, including the specification of its geographical setting, and (2) an indication of how the condition threatens the pursuit of one or more of the six societal goals.”
B.
The chosen societal category is poverty and here is an electronic source of a newspaper article from the Philippines:
I am interested in this societal category because based on the article, the families from the Philippines that call themselves poor increased by 1.5 million. Their current president is expected to resolve the issue within the first year of his administration, but it so far even the Filipinos know they do not feel the changes. The increase is alarming because by this time, it should already be declining. The number of correspondents of the survey is enough to determine whether there is progress or failure. In addition to this, the government admitted to not doing enough to improve the lives of the poor in their country. Hence, the government has to act stronger in addressing the poverty problem. They should urge businesses, significant stakeholders, and the civil society to cooperate in solving this problem.
The government needs to take more initiative like giving the senior citizens higher pension, the indigents need access to free medicine, and other benefits to those who serve their country. If they will not work together, the burden will be carried on even to the next president. Ernesto Abella said: “While circumstances are quickly improving, people need to know what is available out there.”
Exercise 1.2
A.
“A public policy is and actual or proposed government action intended to deal with a given societal problem. An example of a public policy is the New York State law that changed the drinking age from a nineteen to twenty-one.”
B.
The government made a new set of laws to help resolve the poverty in the Philippines. The administration is aware of the need for urgency to address a lot of issues. One of them is education, but the government decided to make changes to help this problem. Here is an article showing a legislative action done by the government to address the problem:
Based on the article, they allowed cash transfers, the tuition fee will be free in state universities and colleges, but it will undergo jurisdiction to implement proper rules and regulations. The K-12 program has started in the Philippines and they are promoting responsible parenthood. The reproductive health law is being modified to control birth because it also contributes poverty.
The Philippine government is doing administrative actions to deal with the poverty situation in their country. An example of an article is attached to describe these:
According to what is stated in the article, reducing poverty would mean they have to do a reform on the assets available such as land, housing, and others. Furthermore, they will aim to build programs for the benefit of the Philippine economy because it will improve the lives of the Filipinos in all social economic classes, especially the poor.
Their judicial actions are discussed in this article because there have been measures in this aspect because of the severity of the problem in their country:
The Philippine Amusement and Gaming Corporation are to give a percentage of their income so the poor will receive direct help from them. By doing this, the process will be faster, and the programs they will make for the poor are to give aid in fulfilling their basic needs. Since their 10 basic needs are not met without any help, NAPC accepts the order from the president to allot funds for the poor.
C. The administration of the Philippines also made national policies to make sure that no Filipino will be poor in 24 years. This is a realistic projection because based on the article attached, it will take years before the lives of the poor in the Philippines will improve economically.
The “Ambisyon Natin 2040” which means “Our Ambition 2040” is representation of the gathered long-term visions and aspirations of every Filipino and for the country as well in the coming 25 years. It gives a description of the type of lives people want to have, and the state of the country in 2040. In addition, it is a foundation for planning that can be implemented even by 4 administrations.
A public policy is the way by how the government keeps order to solve the citizens’ needs by doing actions given by the constitutions that comprise it. With the poverty situation in the Philippines, public policies are created in all regions of the Philippines for an effective and possible result. The government needs to do this because the poverty rate in the Philippines is high and poor people exi...
