In particular, its primary objective is ensure that the country is safe by addressing numerous internal and external threats. The paper focuses on how the concept of homeland security is defined by three different authors and whether it overlaps with homeland defense.
Colonel Jerry Cusic defines homeland security as the department introduced by the federal government to identify security threats and problems and determine the resources required to neutralize them. In other words, it determines, deters, prevents, and solves threats that are targeted to the USA (Cusic, 2009). For instance, terrorists might try to exploit the country’s security vulnerabilities so that their demands can be met. However, homeland security safeguards the nation from such threats by responding appropriately to the matters involving national security.
Jerome Kahan says that there is no specific definition of homeland security. Nevertheless, the common definition of homeland security used in the entire article entails the actions and plans that are appropriate to deal with man-made and natural threats (Kahan, 2013). Homeland security emphasizes the national security needs of the USA. Notably, it collaborates with the local, state, and federal agencies to neutralize security threats that might influence the country.
In addition, Robert Smith defines homeland security as the emergency preparedness system that requires the civilian and military response to potential, eminent, or perceived terrorist threats against the USA and its citizens (Smith, 2005). In that light, it prioritizes the security of the country and Americans. Organizations, Americans, public, private, and government agencies are required to report or deal with any security issues that pose danger to the USA.
