How did parole develop in the United States? Be sure to include in your explanation discussions of the Irish system and the indeterminate sentence.
Before the mid-1800s, most offenders were sentenced to determinate or flat sentences. Under such sentencing, an offender would spend the exact time the court decided. However, problems arose when prisons became overcrowded, and governors were forced to pardon some inmates. Alternatively, prison wardens would release inmates randomly to make room for new offenders (Morgan, 2017). As such, parole was introduced in the United States and followed the Irish system, where an offender could be granted early with good behavior. 
What are the pros and cons of discretionary parole and mandatory release?
One of the pros of discretionary parole is that it helps in reducing jail and prison populations. It also reduces the amount spent on an individual offender by the government.
