In investigating aviation accidents, the National Transportation Safety Board (NTSB) relies on the party system, where there are other entities with expert knowledge or vested interest in the investigation process. This allows the organization to leverage its resources while the NTSB has discretion on the parties who carry out the investigations, especially those that have expertise in certain areas. A broad spectrum of experts on aviation safety is required during investigations. Since the parties in aviation investigation work as teams, they utilize their specialized expertise to achieve the overall objectives of the investigation team as well as provide factual reports (NTSB, 2015). The party system allows the various entities work in the fact-finding phase of an investigation, meaning it ensures that the parties contribute their technical expertise.
