He argued that due to the variety of factors that could affect prevention and treatment intervention against substance abuse (i.e., poverty, culture, personality, etc.), a single approach might not be enough. Thus, he argued that "empirically proven treatments methods are sufficient", there are also several cases which would need a novel and culturally centered approach".
