Since the beginning of human civilization, cases of civil unrest including ethnic clashes and murder have been common. Political and religious ambitions in expanding territorial and ideological sovereignty are the main triggers of conflicts between states, communities, and ethnic groups. The international community has well-established criteria for maintaining peace and order, to protect both human and civil rights. However, the global community has severely failed to address the unruly and inhuman actions of political regimes against other groups, especially in sovereign states. In 1994, Rwanda experienced a civil war between two major ethnic groups, Hutu and Tutsi. More than a half-million people were murder in 100 days as the international community watched.
The United Nations failed to prevent the genocide and civil war in Rwanda. Through its various organs, the UN has a role to play in peacekeeping across the world.
